One letter, three ways out
Parents read it in the app, an email copy goes out, and a paper pack is produced for the families who need one. The office does not maintain three lists to make that happen.
An emergency still respects a block
Marking a message as an emergency gets it past quiet hours so it lands at nine in the evening. It does not get it past a contact restriction.
