Not a preference toggle

A restriction is a deny. Split homes stay split. Two adults linked to the same child can hold different grants without sharing threads.

Evidence, not guesswork

When restriction evidence is unknown, the evaluator returns unknown and the product withholds. Closing an exception does not invent an allow.

Does emergency bypass a block?+

No. Emergency may bypass quiet hours. It never bypasses the permission evaluator.

Where do case files live?+

Not here. A safeguarding halt restricts copies and routes staff. It is not a CPOMS replacement.
